Great Savings in Public Medical Supplies and Pharmaceuticals Procurement
The Healthcare Products Market application, a system implemented by DMO Directorate General in 2018 for bulk procurement of medical supplies and pharmaceuticals, has expanded its product range from an initial 113 different medical supplies to 10,000 types of medical supplies and 3,000 types of pharmaceuticals over time. Through this application, 62% of the medical supplies and 93% of the pharmaceuticals needed by the Ministry of Health and university hospitals are procured with a focus on competitive pricing, quality products, and rapid supply.
The application has been particularly impactful for high-cost products such as blood products, cancer drugs, and drugs for immune system diseases. This enables patients to quickly access vital pharmaceuticals and medical supplies, leading to significant improvements in healthcare services. The Healthcare Products Market application achieved savings of 35% in medical supplies and 47% in pharmaceuticals in 2023, and 35% in medical supplies and 55% in pharmaceuticals in the first half of 2024. Consequently, a total of 33 Billion TL in savings was realized for the public sector in medical supplies and pharmaceuticals purchases in the first 5 months of 2024.
Additionally, instead of providing separate prices to each hospital as was done before the Healthcare Products Market, the bulk procurement method has enabled participation in centralized tenders for all hospitals. This method has reduced bureaucratic obstacles, increased domestic production, and minimized financial risks for suppliers by standardizing payment terms as 90 days. In the upcoming period, it is aimed to digitalize all procurement processes and strengthen the supply chain of pharmaceuticals and medical supplies further by expanding the scope of the Healthcare Products Market.
DMO Directorate General will continue to take steps to support innovation, domestic production, entrepreneurship, and technology transfer through public procurement, while developing platforms that bring entrepreneurs together with a focus on sales and contributing to their commercialization and branding processes.
